PUBLIC NOTICE: Pond Turnover Smell in Midway. The Heber Valley Special Service District is working right now to stop the smell coming from the Plant Lagoon with the warmer temperatures. The HVSSD Board is totally committed to stopping the smell with a permanent solution. We didn't know how much the weather would affect the Lagoon pond this Spring. We've fixed this problem before when Plant aeration equipment malfunctioned in 2020. The smell now is not from equipment malfunction. This year's long, cold winter into March and April increased the Pond Turnover smell with the May weather warm-up. As the Lagoon water continues to warm up this month, the Pond Turnover smell will naturally go away. In the last week HVSSD found and is now working with a new consultant to analyze and manufacture the specific, needed treatments for the smell. The consultant analyzed the lagoon water yesterday. The consultant is formulating and manufacturing the treatments this week. Those treatments should be delivered to HVSSD next week. HVSSD will immediately apply the treatments, yet it take time to penetrate the 10 acre, 12 feet deep Lagoon and stop the Pond Turnover smell. HVSSD and the consultant will continually monitor the Lagoon water and adjust or formulate more treatments as needed. The HVSSD Board will continue to work with the new chemical consultant to be as proactive as possible in the future. We are committed to avoiding odor issues in the future. What is HVSSD?
Heber Valley Special Service District (HVSSD), aka "the ponds," is the regional Wastewater Treatment Facility which receives and processes wastewater from Heber City, Midway City, and portions of Wasatch County.
Created in the late 1970's to treat area wastewater and to clean up the waters of the Provo River Watershed and Deer Creek Reservoir. HVSSD uses aerated lagoons and mechanical type processes to process and stabilize contaminants in the wastewater.
This water once cleaned, is then disposed of on the nearly 500-acre hay farm located West of the airport and by recharging the aquifer under us, ie. ground water. This process has proven to be very reliable, effective and less expensive which has significantly led to the improvement of water quality in the region.
Hay that is grown in the hay farm, watered by the treated wastewater further uptakes any leftover nutrients, and is harvested typically three times per year and auctioned to area farmers. Proceeds from the sale of the hay are used to offset treatment costs and helps to keep user fees low.
The farm soils are also capable of stabilizing some constituents that can be present in these waters like pharmaceuticals, hormones, and other endocrine disruptors that pass right through other typical types of treatment processes.
Who Are We?
HVSSD is a special service district, operated by a trained staff and managed by elected officials who make up the board. This board consists of the Mayors of Heber City, Midway and Charleston, 2 Councilors from Heber City, the Chair of Midway Sanitation District, and one member of the Wasatch County Council. The District General Manager is Dennis Gunn
Who Pays and How?
HVSSD measures, records and bills Heber City and Midway Sanitation District for the wastewater that comes into the facility. Heber City and Midway Sanitation District then pass these costs onto each connection (home, business, etc.) that is connected to the system.
Why the Increase?
After a very thorough analysis of the district's finances, it was determined that in order to remain financially viable and sustainable, a change in user fees was required. This has not been done for over 25 years. This change was then implemented by the Administrative Control Board in October 2021 to go into effect on July 1, 2022.
